Mr. Surya Kiran Gurung is the Chairperson of the Truth and Reconciliation Commission (TRC). Before being appointed as the Chairperson to TRC, Mr. Gurung was the Ambassador Extraordinary and Plenipotentiary to the Russian Federation from November 2007 to February 2012 and was the Secretary General to Parliament of Nepal from 2003 to November 2007 and Secretary to the House of Representatives (1992 – 2003). When Mr. Gurung worked as the Secretary General to Parliament, he, among others, actively engaged in the implementation of the House of Representatives Declaration 2006, by assisting the various Special Committees established for that purpose. Mr. Gurung also actively engaged in the drafting and law making process of Parliament of Nepal and the Parliamentary Committees of the House of Representatives and the National Assembly as Secretary General of Parliament of Nepal. As a Secretary of the House of Representatives, Mr. Gurung was also actively involved in human rights, environmental, good governance and administration of justice sectors as and when required by the different Parliamentary Committees of the House of Representatives. He did LL.M. from University of Alberta, Canada (1989) (Thesis on "Emerging Trends of International Extradition Law") and LL.M. from Patna University, India (1985) (Thesis on "New International Economic Order").
